Remember with any propellor driven aeroplane that the flying surfaces benefit from the propelllor slipstream particularly the elevator. So the aeroplane will definately be more responsive with some throttle on, however your troubles from what you describe sound more complex. Start with putting the C of G in the correct place and then try some slow speed low power handling at a safe height to see if the machine handles predictably. Let us know what you find and I will give it more thought.
